Mr Tang was born in Hong Kong. He joined the Hong Kong Customs and Excise Department in 1987 and was appointed as Commissioner in July 2017.
During his 32-year service in Hong Kong Customs, Mr Tang has been working in a wide spectrum of customs work, including anti-smuggling and anti-narcotic operations, intelligence analysis, border control and strategic research, as well as project planning. In 2006, Mr Tang was seconded to the Security Bureau of Hong Kong Government to help coordinating and planning of new boundary control points and other security policies. In 2014, Mr Tang was awarded the Hong Kong Customs and Excise Medal for Meritorious in recognition of his exemplary and devoted service in the Customs and Excise Department. In 2019, he was further awarded the Hong Kong Customs and Excise Medal for Distinguished Service in recognition of his outstanding performance and dedicated service in the Department, and the Silver Bauhinia Star in 2021.
