Mr Leung is responsible for engineering and technology development of the Airport Authority, managing its assets and delivering engineering projects at the Hong Kong International Airport. Mr Leung is a chartered engineer with over 35 years of experience, of which 27 years are on the planning, design, construction, operation and maintenance of airport infrastructure, facilities and systems. Before joining the Airport Authority, Mr Leung worked in consulting engineering firms and government departments on the planning, design and project management of large scale infrastructure projects in Hong Kong.

Mr Leung holds a Master of Business Administration degree from the Chinese University of Hong Kong and a Bachelor of Science (Engineering) Degree from the University of Hong Kong.

Mr Leung is also a board member of the Hong Kong IEC Limited.
