Ir Eric PANG is the Deputy Director of the Electrical and Mechanical Services Department (EMSD), the Government of the Hong Kong Special Administrative Region (HKSAR).  He is responsible for the operation of the Electrical and Mechanical Services Trading Fund (EMSTF).  Established in 1996, the EMSTF has been providing one-stop comprehensive E&M engineering services to government bureaux and departments, as well as government bodies such as the Hospital Authority and Airport Authority. The EMSTF advocates innovation and technology in serving its clients and the public, with a view to delivering ever-improving public value to the community.  In April 2018, the EMSTF embarked on its 5-year plan named the “E&M 2.0” to digitize the government E&M assets for providing improved services to clients and the public and to optimize energy usage.  Ir PANG is a fellow of the Hong Kong Institution of Engineers (HKIE) and a Chartered Engineer.  He is the Immediate Past Chairman of the HKIE Gas and Energy Division.
